Our Dealer and Installation Partner
Home supply, delivery, and installation are provided through Zia Factory Outlet, a locally owned manufactured housing dealership in Santa Fe with more than 30 years of service to New Mexico communities. Under owner Carlos Gallegos, Zia has served hundreds of families. It is one of the few dealers in the state that uses its own staff and company-owned equipment for delivery and installation instead of third-party contractors.

Our Role on Program Projects
On program-funded projects, Carl Ulibarri serves as primary contact and project coordinator. He oversees applicant and homeowner engagement, coordinates delivery and installation, and manages compliance with HUD and New Mexico program standards, giving agencies one accountable point of contact from start to finish.

Leadership and Industry Service
Carl Ulibarri served on the New Mexico State Manufactured Housing Committee under Governors Bill Richardson, Susana Martinez, and Michelle Lujan Grisham, including as Chairman during his most recent appointment. He has also served as President of the New Mexico Manufactured Housing Association and as Director of the Energy Smart Academy at Santa Fe Community College.
Past Performance
Manufactured-home replacement, Housing New Mexico Home Improvement Program (HIP), Guadalupe County, completed July 2026: project manager and point of contact.
