When rehabilitation is not feasible, replacing a deteriorated manufactured home with a new one is often the most practical way to give a household safe, decent housing. It is also one of the most coordination-intensive projects in affordable housing, and that is where we focus.

Full-Scope Project Management

On program-funded replacement projects, we manage the work from start to finish, including:

  • Pre-installation site evaluation and delivery planning
  • Demolition and removal of the existing home
  • Supply of a new HUD-Code manufactured home
  • Site preparation, leveling, blocking, and anchoring
  • Water, sewer or septic, electric, and gas connections
  • Skirting, stairs, ramps, and accessibility features
  • Permitting through the Construction Industries Division and local or tribal authorities
  • Final inspections and occupancy readiness

Home supply and installation are provided through Zia Factory Outlet, a licensed New Mexico manufactured housing dealer with more than 30 years of service and its own in-house delivery and installation crews. NM Home Solutions serves as project manager and single point of contact for the program, the homeowner, and the installation team.

Experience With Housing New Mexico’s HIP

We are currently working on manufactured-home replacement projects through Housing New Mexico’s Home Improvement Program (HIP). HIP projects are funded through federal and state sources and follow 2 CFR 200 procurement standards, with each project formalized in a three-party agreement among Housing New Mexico, the provider, and the homeowner.

A replacement home is an opportunity to meet a resident’s mobility needs from day one. We identify those needs during planning and home selection and coordinate new homes with suitable accessibility features.
